Distribution Lag describes the delay between a system becoming more productive and the social or economic benefits of that gain being redistributed to the people affected by it.
The concept separates technological improvement from institutional response. A tool can increase output immediately while wages, bargaining power, education, ownership structures, or worker agency adjust much more slowly.
